REGULAR TOWN BOARD MEETING

TOWN OF WASCOTT

 

 Tuesday, November 1, 2006         Wascott Town Hall    

 (Notice posted 3 places in the town.)

 

CALL TO ORDER: The Town Board Meeting was called to order by Town Chairman Bernard Bergman at 7:00 P.M.

ROLL CALL:   Town Chairman Bernard Bergman, Town Supervisors Steve Balcsik and Chuck McCann,

                            and Town Clerk/Treasurer Val Bremanis present. Additional attendance 11 per register.

PLEDGE OF ALLEGIANCE:  Town Chairman Bergman led the group in the Pledge of Allegiance.                   

AGENDA:  Balcsik/McCann motion to approve the agenda as presented; motion carried. 

MINUTES: McCann/Balcsik motion to approve the minutes of  the October 3, 2006 Regular Town Board Meeting, the

                     October 19, 2006 Special Town Board Meeting, the October 26, 2006 Special Town Board Meeting, and the

                     October 24, 2006 Joint Town Board Meeting with the Town of Gordon, with the notation from the Joint Town Board

                     Meeting that, if the part-time attendant applicants run piggyback with the current employees, that they would be paid for

                     the training time; motion carried. Bremanis will contact Gordon Town Clerk with this clarification.

TREASURER'S REPORT:  McCann/Balcsik motion to approve the Treasurer’s Report as presented, subject to audit; carried.

                                                 Beginning balance for the month was $ 641,493.26 and the ending balance was $ 634,713.62.

                                                 McCann suggested transferring $ 100,000 to the Local Government Investment Pool.

OPEN TO THE FLOOR – PUBLIC COMMENTS: 

Charles McDermott inquired about the planned paving this year. Bergman stated that, with it getting this late and with the weather turning cold, that Monarch suggested delaying and doing both the ball park and Sauntry Road first thing in the spring. Monarch has also stated that they will honor the current prices for this work.

Bob Valois asked why the planned work on Journeys End Lane had not been done. Bergman and Balcsik stated that the Highway Crew had been told to work on that road; Balcsik will check with the crew again.

Howard Copeland noted that he had received complaints of deer hides dumped on road sides, and asked if the Transfer Station would accept them. McCann will check, but for now said to go ahead and bring them to the Transfer Station.

TOWN CHAIRMAN/SUPERVISOR COMMENTS

       Bergman attended some good programs at the Wisconsin Towns Convention and at a Forestry conference in Cable last week.

ORGANIZATION  REPORTS:

       Town Roads: Balcsik  stated the crew is working on grading and brushing. Bergman said that Douglas County Forestry wants to

       meet with the Town Board to discuss concerns regarding our road ordinances. A special meeting may be set up later this month.

       Andy Bremanis suggested having the Forestry people attend the next Plan Commission meeting for this discussion.

       Fire Department: No report.  

       Constable: Howard Copeland reported no complaints other than that stated above.

       Gordon-Wascott EMS: Val Bremanis (for Dottie Fries) reported 4 runs in Gordon and one fire call in Wascott. Bergman said

       that the new building is looking good.

       Transfer Station: McCann stated that Allied Waste has submitted a new five-year contract, which calls for no increase in rates

       through 2007. He also negotiated no fuel surcharges if gas prices go up. In 2008, rates would increase relative to the CPI increase.

       Approval of the contract will be put on the agenda for the next regular or special Town Board Meeting.

       Cemetery: Balcsik stated that at the November 21st WTA District Meeting, Tom Harnish of the WTA will speak on cemetery

       law. Cemetery committee members are welcome to attend this meeting.

       Plan Commission: Patty McDermott stated that the next meeting is on November 30. The group is looking at starting projects

       planned for 2007.

       Building Committee:  Charles McDermott stated that he and Marv Thompson have asked the architectural firms to re-bid the

       Town Garage project and report these bids to the Town Board.

       County Board:  No report.

OLD BUSINESS:    None.

NEW BUSINESS:       

ORDINANCES         Bergman stated that many of our old ordinances are illegal in that they were adopted before we had village

                                    powers. There is also the problem of lack of enforcement tools in many cases. Because of both reasons, he

                                    would like to have the Town Board start working on reviewing and updating our ordinances. Bergman will

                                    select one or two to start reviewing over this winter.             

RES 2006-08              Balcsik/McCann motion to approve Resolution 2006-08, proposing a 2006 town tax levy of $ 512,793, which

                                    would be an 8.54% increase over last year’s levy; motion carried. The approval of this proposed levy will be put

                                    to a town vote at the Special Town Meeting on November 14, following the Public Budget Hearing.              

OPER LIC                 Balcsik/McCann motion to approve new Operator License applications for  Lindsey Harwick  and Kevin

                                    Goodiel, both of whom have passed the Responsible Beverage Course, and for Ashley Nieman and Henrietta

                                    Youngquist, both of whom have current Operator Licenses, in Minong and Gordon, respectively; motion

                                    carried.

PAY BILLS:                  The Board approved all bills submitted for payment (checks #16753 through #16758, and  #16760 through

                                         #16817).

ADJOURNMENT:        Balcsik/McCann motion to adjourn  7:55  P.M.; carried.
